Can someone advise why every time the app starts, it keeps updating to the same version? Thank you

Is it surprise? Yes, every time it starts, it perform the same update.

It doesn't update anything when you launch it. Can you better describe what is happening?

You installed 17.0, you need to install 17.1 for the MacBook M1.
