Which slot for Intensity Pro 4k with DR free vs DR Studio?

I have decided to try Davinci Resolve free before buying a faster video card and DV Studio.
Currently this is my bag of hardware:
ASUS Z97 Deluxe
i7-4790K
32GB
M.2 500GB ssd (scratch)
Samsung 500GB (source)
Samsung (output)
Samsung 250GB (system)
ASUS GTX 970 4GB
Intensity Pro 4k

The Z97 chipset block diagram shows PCIe 3.0 1x16 (or 2x8) connected directly to the CPU and also a PCIe 2.0 1x16 connected to the Z97 chip.

I would like to be able to record 1080p60 uncompressed with the Intensity Pro 4k HDMI input.
I would also like to install a faster scratch drive (AIC ssd PCIe 3.0 x8) some day so would like to keep the 2nd PCIe 3.0 slot open.

If the Intensity Pro 4k is attached to the PCIe 2.0 x16 slot, will it be able to record uncompressed HDMI 1080p60?

For DR free I plan to run the GTX970 Display Port to a 4k monitor and the Intensity Pro HDMI to a TV. Hopfully that will keep more main memory open for DR free.

After the system is upgraded with DR Studio, a new video card, and AIC ssd, should the Display port cable be moved to the ASUS MB to unload the video card leaving more Video RAM to DR Studio?

Your motherboard has only 8 PCI lanes.

My thinking is a whole new system is in order. I'd be looking at an 11th Gen Intel once they hit.
