Davinci Resolve Studio 16.2.7 - Jitter / skipping

That said these are my specs:
AMD Threadripper 3960x
128Gig of RAM
all NVMe and 2.5" SSD disks
Dedicated 1TB SSD for Reslove Cache
MSI RTX 3090 SUPRIM X
Real time playback is jumpy and skipping. <-- this is my issue... why?
When rendering the video in MP4 .265, Nvidia, I get 60+ frames per second. <- this is not the issue.
What changes do I need to make to optimize this bad boy?
