You probably have something (Color, Fusion) that needs to be rendered, and when you do nothing, it starts rendering. If you change that item, it needs to be rerendered. At least that's what I've found.
So if you have a long clip that has a red line above the timeline, this is normal behavior. Some effects are intensive but don't need rendering, but I also suspect that there are some that don't get a red line that still want to render (mainly Fusion, but maybe intensive Color work, too). So the red line might not always show the clip in question. There are several "cache" and "render" settings for Fusion, Color, etc, scattered throughout various menus and preferences.
