Question about broadcast safe exception view

Hi all, I was wondering about this for a while, but Im somewhat confused about the so called "Display broadcast safe exceptions" view in DR. If I check a clips levels in the Vectorscope even with "Extends" turned on all my color levels are apparently well within legal broadcast safe range. Now if I toggle the "Display broadcast safe exceptions" view on suddenly the Vectorscope may show some colors out of the legal range. Can someone please elaborate on that? I mean what is actually valid and reliable here? Ive attached some screenshots below.

In picture #1 you can see the yellow spots that highlight the apparently broadcast safe exceptions when the "Display broadcast safe exceptions" view is enabled

In picture #2 you can see what the Vectorscope shows me with "Display broadcast safe exceptions" view enabled.

But Picture 3 shows the vectorscope (set to ALL and Extends view on) with "Display broadcast safe exceptions" view off. All gamma levels are completely displayed within legal range.

Funny, the vectorscope is reporting the broadcast exception highlights from the viewer. Note the yellow spike, it's probably feeding back on itself.

Maybe after they fix that one that they can find 800mv.

Thats what I thought. Seems like a weird bug. But even the broadcast exception highlights shown in the viewer when "Display broadcast safe exceptions" is switched on don't even make sense to me since the are not representing what the Vectorscope(s) show me even with Extends switched on. I mean if they show everything within legal limits why would the "Display broadcast safe exceptions" view show me any exceptions?

I don't use the feature so I don't know how the warning indicator tracked historically. Looking at this ramp (with a contrast curve) anything below 2IRE or above 98IRE will trigger the warning, manifest as 100% yellow and the vector is clipped. Additionally anything over 73% saturation, which isn't even close to illegal, will kick off the warning on the chroma side.

Notice how the scale of the WF is incorrect? The top graticle section is actually 16IRE instead of 12IRE, a difference of the 4IRE in question. Possibly related or coincidence? If the whole WF didn't scale evenly then a linear ramp would bend at the knee traveling into the upper 84-100IRE so the whole WF must be scaled evenly, thus a little off everywhere except the top and bottom. Basically an 11.75 inch ruler, maybe that's the conversion from IRE to PCT.
