Yes, that is normal on Windows. The desktop screen is living behind the Resolve screen and you sometimes get a glimpse of it.
Resolve Studio 19.1.3 build 7
Dell XPS 8700 i7-4790, 24GB RAM, 2 x Evo SSDs, GTX1060/6GB (572.16 Studio Driver), Win10 Home, Speed Editor, Faderport 1, Calibrated Eizo ColorEdge CS230 + BenQ & Samsung monitors for UI, Canon C100mk2, Zoom H2n.

Thank you very much for explaining. I think that I can live with that but I don't think I had this effect in Resolve 17 b7.

I can't remember which version I was using when I first became aware of it, there have been so many

the function is fulfilled, but the way there is surprisingly bumpy
and the development is just unfortunately negative, compared to what we have had before
A pity, a great pity

I thin this is "just the way it works", so I wouldn't expect a "fix".
My Biases:

You NEED training.
You NEED a desktop.
You NEED a calibrated (non-computer) display.

I've seen this since I started with Resolve at 12.5. I can't speak for earlier...
