Mixed Resolution Project - Bug(?)

We are having an issue with 17 b7... Our output file resolution does NOT match the timeline settings.

We've been trying to figure out why. Here are our settings:

Project Master Setting: 1920x1080 (16x9)
Project Settings:Video Monitoring:Local Overrides = Checked
Timeline Format Setting: 1080x1080 (1x1)
Delivery Page Resolution Set to 'Custom: 1080x1080'
------
RESULT: 1920x1080File

On output, resolve seems to go with the project MASTER settings, no matter what. Rendering a 16x9 video.

However... with "Local Overrides" = UnChecked, on output, resolve outputs 'correctly' as 1080x1080.

Not sure why "Local Overrides" would affect this at all? We were imagining that the TIMELINE settings should always supersede the project settings. And... that the Delivery Page settings would also dictate the actual resolution of the output. Our experience seems to be that the Master Settings are persisting regardless of the Timeline / Delivery settings WHEN LOCAL OVERRIDES IS CHECKED. (We also tested other resolutions and found the same result.)

Maybe this is user error? Are we misunderstanding the desired functionality?

Local Override on output scaling is so you can select a previously made Output Scaling preset (made on the Color page) to apply to the project. This allows custom presets to easily be selected for all timelines in a project. Output scaling presets are available from ANY project.
