Is this computer adequate for a non-professional user? I am exporting the H.264 Format using the free version of Resolve.

Windows 10 Home (64bit)
Intel(R) UHD Graphics
32GB, DDR4 2400MHz

Only for very basic use, it'll be no joy. You'll need a proper discrete GPU. Or a Mac M1.
My disaster protection: export a .drp file to a physically separated storage regularly.

Studio 19.1.3
MacOS 13.7.4, 2017 iMac, 32 GB, Radeon Pro 580 + eGPU
MacBook M1 Pro, 16 GPU cores, 32 GB RAM, MacOS 14.7.2
SE, USM G3

As Uli says, you need a discrete GPU. Though not comparable to a modern card, even with my GTX 1060 I can edit and grade 50fps HD h264 and 25fps UHD h264. My Intel graphics is totally disabled in the Bios and is not used at all.
Resolve Studio 19.1.3 build 7
Dell XPS 8700 i7-4790, 24GB RAM, 2 x Evo SSDs, GTX1060/6GB (572.16 Studio Driver), Win10 Home, Speed Editor, Faderport 1, Calibrated Eizo ColorEdge CS230 + BenQ & Samsung monitors for UI, Canon C100mk2, Zoom H2n.
