How far did it get when you tried to start it up? Did it get to any of the splash screens? What was the splash screen message (i.e., "Checking for control surfaces", etc.) where it hung?
When I first tried Resolve I had an ancient GeForce GTX660 GPU, and it hung during the splash screens, so I know that GPU issues can cause problems at that point. Have you shut down, cycled the power, and started up again? I have no evidence of this, but I sometimes suspect the GPU of having gotten into a weird state that needs a power cycle to reset.
Another thing to think about, if you're using an Nvidia GPU, would be to make sure you have the current "studio" drivers just in case it was some unusual combination of driver and circumstances that could have put the GPU into said "weird state".
