Fx Unavailable In Resolve 17 beta (Edit Page)

All Fx except for Titles are unavailable to me in Resolve 17 beta (Edit Page). I have a brand new Windows 10 custom i9 computer and can't find any information on how to fix this issue. Suggestions please. Thanks

IS the filter at the top of the effect palette selected to show all, or just titles?
