Failed to open database connection when setting up postgreSQ

Hi so I'm trying ot create a new database using the postgreSQL but I getting this error message:

Failed to open database connection: could not connect
to server: Connection refused Is the server
running on host "127.0.0.1" and accepting TCP/IP
connections on port 5432? QPSQL: Unable to connect.

127.0.0.1 implies you are trying to connect to a local postgresql instance. Do you have postgresql server running on the same machine?
