DaVinci won't respond when I try to create a new project

I can't get DaVinci to respond after I try to create a new project. It loads up, I hit create a project then it goes to a white screen and that's it. No response after that. All I can do is close the program. What does this mean?

I'm running an Intel Core i5-6600
24gb RAM
NVIDIA GTX 950
Windows 10

What specific GPU driver is installed for the GPU?
What specific version of Resolve is installed?

Driver is Version 461.40
Currently have Resolve 17 Beta

I just updated the driver last night, and I have tried both Resolve 16 and 17 Beta. Both have given me the exact same issue. I have reinstalled both versions multiple times separately with no luck.
