Powerful PC Build Lagging On Playback

When I run a clip sped up 1000% (with no other effects or grading), the frames drop to 0, sometimes 5 or 10. The footage was shot originally in 4k at 30 frames, but is put into a 1080p timeline. Using proxy mode at 50% made no difference.
Meanwhile my CPU and GPU and RAM are chilling at under 30% the whole time.
Am I doing something wrong? I have to generate optimized media in order to view it properly.
- CPU: AMD Ryzen 9 3900XT 12 Core overclocked to 4.43 GHz
- Memory: 64 GB RAM overclocked to 3600 MHz (when I mean overclocked I mean using advertised specs on XMP profile 1)
- Harddrive: PCIe SSD
- GPU: NVIDIA GeForce RTX 2080 TI with studio drivers
