Noise introduced no matter what format I export in

I'm working on a project in Davinci Resolve 17 studio and I'm coming up against a real problem.
When I export the project the final rendered video has an unacceptable amount of visual noise that is not present in the original recordings.

I'm not grading particularly heavily beyond applying a LUT, tinting the midtones and lowering the contrast in certain places (the effect is to lose characters in fog so the S-log3-rec709 LUT that I'm using for the overall project was a bit much)

I've tried h.264/5 renders, then I wondered if they were compression artifacts so I tried DNX-HD, that didn't work. Now I'm on to trying an uncompressed YUV file but that feels like overkill given that the original footage plays back without a problem.

What am I doing wrong?

additional info: the footage is 1920x1080 Xavc-S footage from a sony A7iii, shot at 100fps and 100Mbps (it's an art project that requires quarter speed playback, hence the framerate)
