Adding overlay effects to entire timeline

Hi
New to DaVinci Resolve, and trying to find my way around. I am assembling a music video from multiple clips of different musicians. I can see how to use the edit view to sync up the clips (each on different tracks) and place them in different parts of the 'screen' - so for example showing four split screen views one of each musician. What I'd then like to do is to at various times blur the entire thing and add another image, video or text over the top. So I feel like I want to operate on the entire output of the timeline, rather than on individual clips. I think can see how to do that with Fusion, having each musicians video as a MediaIn and merging them all but that seems like overkill - is there a simple way to achieve the same thing using the edit tab and effects?

Good chance my thinking is too "layer" oriented, so apologies and happy to be put straight!

I think I am on the correct subject but I would just use an adjustment clip as the top track with the blur. This link is Jason Druss and goes to the part of the video that I think will answer your question.
The video starts a little early.

You can use Adjustment clips for this. You place them above the video track or tracks you want it to affect. In the pic I have one running the entire length of the Timeline. It is adding Midtone Detail. It is placed below the titles so it has no influence on them.
Drag the Adjustment Clip to a new video track and stretch it out to the length you need. Anything you want to add over the top just place it on a track above the Adjustment Clip.
