1st question- why do you want to upscale?
Are videos going to really gain anything meaningful, or just became UHD files for no real reason? Once they are UHD any encoding, streaming etc will be way harder.

You can upscale during export as well, so then no need to render HD and then upscale separately.
Set project to HD timeline do all work and then when going to export set Scaling to:

Then when you go to export default size will be UHD, but during grading etc timeline will be just HD, so won't waste resources.

My thinking was similar to Andrew's. Why upscale? Any UHD device you watch it on will do that anyway. (And quite passably, in my experience.)

they get slightly sharper with superscale vs a TV scaler.

however, unless you "must" deliver UHD, i will send a perfectly fine HD and call it the day: less compression>better quality.

UHD originals will look better. But unless you're comparing side by side, I'm skeptical you'll notice any difference between a device upscale and SuperScale.

But, there's really no harm in doing it. Your steps should work fine.

Many of the videos I edit are for my YouTube channel, and I'd like to deliver some of them in 4K. Sometimes I have a few 1080 clips along with 4K clips. I was thinking the super scale would bring them all up to the same level-ish as well.

It seems like changing the deliver settings may be the easiest method.

If files go on youtube maybe it has some sense as they use relatively better bitrates for UHD.
If you don't need HD masters you can use mentioned approach to avoid double exports.

If you just change resolution in exporter then this won't engage super resolution scaling.
You have to do it they was as described.

Yeah, I've seen multiple videos on Youtube that compare quality and claim that an upscaled UHD is better looking than HD because of the Youtube bitrate choices. I don't think they were talking about super-scaled kind of things either. It's my impression that doing a basic scaling that any software can do would result in better quality, which if true means you can rescale on output and get most of the benefit.

Yes, those 2 are separate topics.
Youtube case is a special one.

I like Topaz VEAI, but it's super slooooow and only useful if you need to salvage short pieces of important historical footage, like in a documentary context.

For your purposes, I suggest a good modern TV, they have excellent upscalers these days. I doubt you'd notice a difference if I feed my Samsung "The Frame" with HD or with SuperScaled UHD from a normal viewing distance.

Timeline resolution stays HD.
Sharpening- try using just one within superscale settings.
