Can't turn speed change off - and keeps getting faster.

I've put a wav file and an mp3 of the same music file into a new project. Windows 10 - i9900 PC.
Audio: Speed Change is always on - and can't be turned off.
Always orange ( on ) but can't be turned off.
The audio only works at 24fps in the project.
No other frame works at all.
The wav file plays in full [ 48hkz/24bit ] until the end.
The same file length track, rendered as a mp3 - plays for around 50% - then stops abruptly.
@ 25fps - the audio subtly speeds up and slows down - randomly.
@ 30fps - the audio file increases in speed after around 2 seconds, and then continues to get faster and faster and faster. Stopping the track and restarting, will then play back fine for 2 seconds, and then increases speed exponentially again.
The audio is broken.

I have placed a wav file, and mp3 file, a Davinici Resolve project and a few jpg's into the dropbox link.
To recreate the problem.
Create a new Davinci Resolve project.
Set the frame rate to 30fps
Import the wav ( or mp3 ) to the project timeline
Play the project in resolve.
The tempo should remain at a constant 130bpm
However, you'll soon hear the tempo increase, and keep increasing, along with unwanted associated audio artefacts.
If you pause the project and resume, the audio plays at the correct tempo, before increasing in speed again.
Please play the audio in a media player for comparison.
In the Audio Track Inspector 'speed change' is grayed out, can't be turned off, and therefore is permanently on.
In project Settings 'Timeline frame rate' is grayed out, can't be changed by the user and is set to 24fps.
Changing the project frame rate to 24fps will play the audio correctly.
Syncing audio to video is much easier with a video recorded at 30fps.
Also, although I have not included a long mp3, A 6 minute mp3 just stopped at exactly 50% of the length.
For now, the work around is to use wav files and a project rate of 24fps.

Your timeline frame rate is the key item. it should be set prior to adding clips to the media pool and should represent the frame rate of the deliverables.
if your source clip have a different frame rate, something about them has to change. They either play at a different speed or frames are dropped or added.
at this stage, it still looks like an operational config issue.

I convert mp3 to wav at the sample rate a bit depth I need before editing in any of the NLE's I have as the performance is never consistent because of the mp3 encoding.
