17 beta8/9 Reading Licenses Issue

I upgraded from 16.2.7 Studio to 17 beta9 Studio to accommodate an incoming client .drp file.
The install and database upgrade went smoothly and I was able to import the .drp and go to work.
All good so far.

The following day when I launched Resolve it couldn't get past "Reading Licenses" and would crash hard to the desktop. After three or four attempts I uninstalled 17 beta9 and installed 17 beta8. Same problem with beta 8.

Now I'm thinking it's an issue with my dongle which has worked on every upgrade since Resolve v8.
I uninstall 17 beta8 Studio and install the free version. Same problem. It crashes upon "Reading Licenses".

Soooo, as one last attempt I uninstalled 17 beta8 and installed 17 beta7 Studio and that solved the problem.

All this to say 17 beta8 and 9 install and work the first time you use it but won't get past the Reading Licenses crash on subsequent launches. 17 beta7 works as expected. Any clues as to why this might be?

Something odd if it worked once it should keep working.
back up you DB and try b8 then b9
if it works in b8 but not b9 its likely to be a counterfeit dongle we have blocked.
