PC on W10 64 wont start on 17.9

Since I installed the latest version 9 my desktop PC gets stuck on start up. Only showing black screen with Power button symbol in bottom right corner and another symbol next to it, not sure what that means. This never happened before v9 installation. The Windows10 sort of opens but only into some kind of emergency state. Mouse is working but nothing else. I have to use this virtual power button by clicking on it with cursor to restart the comp and on the second attempt it starts up normally. It does not happen every time but it already happened about 4 times since the v9 installation a few days ago. Anyone else experiencing this??

more detail. Do consider providing screenshots of this blank screen with a power symbol.

Normally when Resolve gets stuck in the starting procedure for me, there is likely an old instance of it still running in background invisibly. This prevents a new instance from starting.
For example when I had worked in Resolve and quit the application sometimes it seems to get stuck in the background (quite likely when I have another software running and using the same audio driver) and can't unload itself and release the resources.
Open your Taskmanager and have a look if there is a Resolve instance still running. Force quit the instance with the help of the Taskmanager. Then you should be able to start Resolve again.

It's his computer that won't start, Robert, not Resolve.

Ah yes, thanks for pointing this out. I had to re-read his posting now again to fully understand this
