Audio Effects Don't Work On Clips

I'm having an issue that started recently during the 17 beta and is still happening with the final version of 17. Audio plugins (third party VST and AU and it appears also the built in ones) are no longer working on some clips, but work on others. I can apply the plugins and change settings in the plugins' respective controls. Everything appears as if it's working, but the plugins have no effect on the sound. On other clips in the project I can drop any plugin on and instantly it works. Also, the clips that aren't working are of exactly the same format from the same source as the ones that do work, and they used to work fine. Working and non-working clips are also on the same track, so it doesn't appear to be something isolated to specific tracks.

Is there some way I'm missing to mute audio effects per clip (other than the obvious switch per effect)? I can't think of what else could be causing this.

I'm on the final version of 17 on Mac OS 11.2 on a 2019 Macbook Pro.

Is the described behaviour isolated to Clip-based plugins?

A .drp Project file may be useful, along with an indication of which Clips exhibit this behaviour and the inserted plugins.

From Resolve's Project Manager, right click the Project thumbnail and select "Export Project" and link to the .drp file.

Correct. Track-based plugins seem fine. I've tried a variety of different plugins from different manufacturers (iZotope, Klevgrand, Waves Factory) and even the built in Fairlight FX and nothing works.

I've attached the .drp file. One spot where the issue is happening is at 01:09:30. Clip A003_08220631_C003.braw.

Appears Brusfri is bypassed on several of the problematic Audio Clips and enabled on several others.

Confirm via the Inspector's Effects tab that the problematic Audio Clips have the required plugins enabled.

Yes, I have just left them disabled in my testing. They don't work when enabled or when deleted and re-added.
