Never ever seen this problem with uninstalling and installing any version of Resolve from 14 through all the betas to 17.1.
You usually see this sort of message if the software was installed from a CD ROM, which as we know Resolve isn't, and it contains the uninstaller.
Have you tried unzipping the downloaded program again in case there was an error? I always use Windows own Extract tool for this.
