Resolve export contains Blue artifacts

I recently switched to resolve because I needed something much more powerful and doing somewhat more advanced work. I have had very few issues so far, but the one thing that keeps me from being able to finish projects is an error which prevents me from being able to export the video. When I export the video in full resolution (4K 60FPS), some transitions (fade and gaussian blur were used in the 1st attached image) fail to export properly resulting in blue artifacting and other flashing.

All fusion clips are set to not use the GPU for rendering to reduce VRAM usage.
Obviously this ruins the entire video and forces me to either edit the video with less transitions or attempt to export the video in sections which usually doesn't work.
Is this due to me having only 4GB VRAM? I have gotten VRAM errors before in the program, but I set the editor to ignore VRAM issues. Would there be a benefit if I upgraded to a GPU with 12GB VRAM (RTX 3060 is the one that I have in mind)?
Lastly, is there some way to just use CPU/software rendering to reduce VRAM usage much further? Time isn't really an issue for me if the rendering were to take a long time.

You can find out if it's a VRAM issue by just changing your timeline's resolution to HD and trying to render. If that comes out fine, it's the GPU. 4 GB is normally not enough for 4K. A RTX 3090 would get you much further – if you can find one…

If you are encoding to a GOP format while rendering, it may be worth a try to render Cineform or DNxHR instead.
