Playback at 6 fps even with optimized media

recently i tried running resolve to work on my next project. during the last project i did and even going on a few days prior resolve was working just smoothly with no issues whatsoever. i go back yesterday to do my normal workflow, drag the media, create optimized media, work on the timeline etc. but the entire time i was running so slow, and it was even slow to boot up. several times before even running resolve in compatibility mode it just wouldn't even get past the splash screen. i've uninstalled and reinstalled several times, even did a clean wipe multiple times already, and it still runs slow as hell. nothing is working to get it to function smoothly anymore

for reference, my specs are as follows:
Ryzen 5 2600
Sapphire Pulse RX 5600 XT
ASUS ROG Swift B450-F Gaming Motherboard
XPG GAMMIX D20 3200MHz 32GB RAM
Thermaltake SMART 80 Bronze 750W PSU

i'd like to get this issue solved as soon as possible so i can my next project done and out there. thank you in advance!
