Effects Not Showing In Effects Library

Okay so, I have been through this forums many times over looking for a way to fix this. People always say's to fix it by bringing down that thing and click "Show All", but even then It doesn't show. I am 85% sure that this file I put into the effects folder BELONGS in the Effects folder. But it won't show no matter what I do...

What file.. all we can guess so far is Resolve does not support an unknown file format for its effects?
Is is an OpenFx plugin?

It's a .settings file
