Audio normalization ignores BS1770 target loudness

When selecting a track for audio normalization, it doesn't matter what target level I set for LKFS, it always uses -24 ...

I can do the audio analysis after and it will show what it got normalized to which is always the same thing infependently of the target I put in the small popup window.

The standards are set. If you Normalize to a standard, it uses that standard. We don't get to change the values for standards. That's why they're...'standard'. ;)

That doesn't make any sense ...

BS1770 is a standard to measure loudness, not a target value for it.

When you select the "BS1770-4" option, it specifically makes a new input control appear that asks you what loudness (in LKFS) you want to target. And it doesn't matter what you put in there, it will always use the default value.

So you're saying that, in your mix, there's no volume change from normalizing at 0/0 to -20/-30 ?

(Note that I don't know the standard in question, it's purely a debugging step)

The options included in Resolve are the standards based on that algorithm, which include their own set values.

At least, that's all I could see when I looked.

By which method are you measuring?

Are you measuring via Resolve's "Analyse Audio Levels" command in the Audio Clip's contextual menu or with an external application?

You do not indicate which version you are running but is version 17.1.1 exhibiting the same issue?

Is both the True Peak and Integrated Target Loudness Level not producing the expected result with the 1770-4 Normalisation Mode?

If there's the option to change the target loudness of course that should apply. BS.1770-1/2/3/4 are standards on how to measure but not for targets. R.128 uses basically the same algorithm but targets differently.

So here's how it goes :

1) Drag a music track from media pool to the timeline

2) Switch to fairlight tab

3) Right click on the audio clip and select "Analyze Audio Levels"
3a) In the "Loudness standard", pick BS.1770-4 and press analyze
3b) After some time, the result is displayed and here I get 0.8 dBFS True Peak, -5.9 LUFS loudness.
3c) Close the "analyze" pop-up

4) Right click on the audio clip again and select "Normalize Audio Levels"
4a) Select "BS.1770-4" as Normalization mode, then in the new inputs, set:
-3.0 dBTP as "Target Level" (default value is -2)
-14 LKFS as "Target Loudness" (default value is -23).
4b) Click "Normalize".
4c) After some time normalization is done, and I can see the Clip volume (in the inspector) has been adjusted to -17.1

5) Repeat the "Analyze Audio Levels" (step 3 above)
5a) Results are now -16.3 dBFS true peak and -23 LUFS loudness.

Repeating step 4 with any config value doesn't change anything, it always gets normalized to the default -23 LUFS and ignores the config.

Running 17.1.1 on linux.

Seems wrong, i.e. bug.

As a follow up, this seems to be working in 17.2.
