I saw several tips on how to leave the black videos blank but I need to know how I do the effect on only part of the video I don't want it all black and white

Cut it up.

As Jim Simon said, if you want to make the entirety of the screen in black and white in only certain parts of your video, cut those parts into individual clips, go into the color page (making sure you have the clip you want to turn black and white selected), and turn the color boost to -100 (bottom left hand side of color page you will see a "1" and a "2". Click on 2, and it will reveal another menu with the "Col Boost" option). This is probably the quickest way to get a "black and white" look, in my experience.

If you need portions of the same screen to be black and white, you can use a power window to isolate those portions, and then edit the Col Boost for the power window.

That's actually been improved in version 17, so that now all those options appear at once.

It's a nice upgrade.
