I think what you are looking for is, in a Fusion clip, to insert a Paint node, set it to Stroke (not Multistroke), and then change the Stroke Animation setting to Write On. Then, when you click and draw something, a series of keyframes will be created that emulate the timing of your drawing motions.
The motions can get "cut off" if the clip is too short, so I suggest making sure your video clip (or Fusion Adjustment Clip) length is sufficient before you enter the Fusion tab and start drawing.
