What happened to the Submix button in Fairlight/Bus Format?

The new flexbus in v17 allows track to bus to bus to bus routes etc, so it doesn’t need specific sub bus as u can make any bus become a sub bus.

Prior to creating a new Timeline in a new Project, the following preference may be enabled:
Project Preferences > Fairlight > Audio Busing Mode

The "Use fixed bus mapping" preference enables the bussing structure provided in Resolve version 16 and earlier versions.
