Video not showing other material 'underneath it'

Okay I have weird bug(?)

I have a timeline where I overlay several videos on top of each other or put them next to each other. I've always just shrunk the images, and then the videos underneath it on the timeline show up. The same on this timeline. Now I have footage that when I shrink it, it just shows black underneath it, even when there is footage. I put the underlying footage over it, shrink that, everything works as normal. It's just this clip. What is going on?

Load that problem clip into the Source Viewer and make sure the view is set to Fit.

Does the image fill the frame?

Try changing the opacity of the top layer.

Yes, try adjusting the Cropping on the top layer just .1 pixel in the Inspector on the Edit page. This generally will allow popping in the upper video layer clips. I'm not sure why this bug exists, but it's been around for awhile.

It was solved in 17. Also, that other clips do have the alpha working is reasons to suspect that old bug isn't the issue here.
