To make myself more clear hopefully this time.
When you put a video clip onto a timeline with different resolutions, how the video is positioned on the new timeline is both logical and predictable. Take a 16x9 clip and put it onto a 9x16, choose scale and crop, and you know what you are going to get. A video clip that will need to be repositioned likely but that's fully understandable.
When you do the same with graphics, the rules no longer apply. Try the example I listed above, only use graphics (text or text+) and look at your results. The graphics will be wildly sized and repositioned differently. This should not be in my opinion. They should respond the same as video clips.
