It sounds like a possible lack of computer resources, or you have something plugged in via USB like a webcam etc which is taking priority over Resolve.
Give us full details of your system including OS, amount of RAM, GPU and its driver version, version of Resolve and whether Free or Studio. You can't give too much information.
