I don't know why Davinci doesn't recognize this mp3.

It's either corrupt or there's something else going on. MediaInfo shows the format as "dash" not "mpeg audio", which is what it should be. It also has an odd bitrate. It will open in Windows Media Player but causes it to crash. It will open and play in VLC.
So that is why it won't open in Resolve, it's not a compatible file.

That's weird becouse Adobe Premier Pro recognizes and plays without any problem.

I tried importing it in Resolve and it won't open, but it plays in other apps.

So I thought it might be that something about the codec/settings used didn't jive with Resolve.

Ran it through ffmpeg, basically reconverting it into a new mp3 with standard settings and it worked.

Uploaded it here, but transcoding with ffmpeg does the trick for me.

Moved to Resolve forum

Resolve doesn't support DASH - either H264 or AAC. You commonly get DASH files when you download from web streaming sites. And audio-only ones seem to be named MP3 for some reason, even though MP3 has nothing to do with what's inside.

As Ragnar says, it can be converted using ffmpeg, or an ffmpeg UI like Shutter Encoder.
