OP, if your intention was to cut all tracks, you can use Alt-B to cut through all tracks at the position of the playhead. If no clips are selected, it will cut through them all. If some clips are selected, it will cut through those. So in this example, either have both clips selected, or no clips selected, and Alt-B will cut both and then you can ripple delete both.
Or maybe you just wanted to cut and ripple the clip on Video Layer 2, as that's the track you're actually seeing in the viewer at this playhead position.
