Empty Adjustment Layer Affects Contrast-Color Management

Resolve 17.4 Windows 10

I went to use an adjustment layer to add an effect over many clips but I placed the adjustment layer and the contrast and colors of the clips under it went all out of whack. I am using Resolve Color management set to Automatic SDR and Rec.709. The clips under the adjustment layer are Ursa 4.6k BRAW and are bypassed from color management. I tried an adjustment layer later above other color managed clips and it was normal, only when it's above bypassed clips. I tried bypassing the color management on the Adjustment Layer but it didn't change anything.

Basic graded clip is fine until adjustment layer is placed on top.
