Zooming Green Screen Image Problem in 17.4

In 17.3, I could add a green screen image over another clip and then zoom the green screen image to whatever smaller size and move it around in the final clip.
In 17.4, when I reduce the image I get black borders enclosing over the bottom image when i reduce the size.
Unlike 17.3, i cant zoom down the image, move it right or left, because i get black borders. The smaller the image, the bigger the black borders get. In affect obscuring the main bottom image.
This didn't happen in 17.3
Perhaps there is some new setting i am not quite getting?

Update.
Found the solution.
Had to add a transform open effect along with the 3D keyer effect.
Resize in the Inspector under the transform effect.

I tried your suggestion Peter but I am seeing the same issue. I can key from the Color page without an issue, but if I use the 3D Keyer on the Edit Page the edges are black when you crop or shrink the layer.

That does work, so will doing the key from the Color page. It does seem to be a bug with the 3D Keyer still.
