I suspect the real issue will be the Intel UHD 630 iGPU driver you have installed (27.20.100.8935) perhaps related to the fact you've installed Windows 11. That is the most current driver on the Dell website for your laptop. But that doesn't mean its a good Win11 driver for Resolve.
The Intel iGPU driver support page shows driver 30.0.100.9955 as being the only Windows 11 compatible driver. Whether that's related to the Resolve startup issue, I can't say, but it's a good candidate as being related to the issue.
Maybe you'll get lucky and removing the external display will solve the issue. Or 17.4.1 may work better.
If neither of those help, the next simple thing to try would be disabling the Intel UHD 630 GPU in Windows Device Manager, and see if that helps.
Or perhaps another user with a laptop having both an Intel iGPU and an NVIDIA GPU using Windows 11 will have a better suggestion.

Tried all of that, still didn't work. Maybe the higher ups need to set it up for Windows 11
