Resolve sometimes gets stuck on 'Loading Project Settings'

Every so often, when starting Resolve, it gets stuck on the splash screen at the "Loading Project Settings" stage. It eventually loads, but it can take upwards of 10 minutes. Once it has though, it'll be fine for a few days and then do it again.
Does anyone have an ideas?

I had extremely long load times for Resolve after I upgraded to version 17.4, but after upgrading to 17.4.1 things went back to normal.

Okay, it took 7 minutes to open this morning.
Here's the offending log entry. There's a socket failure, a wait of 7 minutes then everything seems to continue fine. The Db connection is fine, I can connect with both PgAdmin and, when Project Settings finally appears, I can open projects from the connected DBs. The rest of the logs are attached. Anyone any suggestions?

My suggestion would be to email the support team from the link at the bottom of the
Support Page. This will ensure that they'll take a look at the problem and respond, rather than you just hoping that someone stumbles into this post.
If they're able to resolve the problem it would be nice if you posted the solution here in case other people are having the same issue.

Yeah, I'm sure that's to weed out the "dumb" questions. This one doesn't feel "dumb" to me...

Well, it seems the problem is that if you have a VPN connection open, for whatever reason, the code that is being used to connect to the PostgreSQL fails. Disconnect the VPN and it works.

I confirm that Having the VPN connected was the issue, I had to close the window even after disconnecting the VPN but I was not able to start the program again, I had to reboot

Noob here. Been using DVR (v19) on and off for about eight months, although hadnt used it for for a few months. All was just a fantastic experience. Fired it up yesterday and it suggested updating to 19.1.4, which I did. But after that, like many here, it wouldn't load past the "loading project settings" stage. Tried removing, reinstalling, rebooting, installing latest 20 beta, but it cannot get past it. VPN on and off. Preferences renamed.
Using HP ZBook 17 G6
Build 19WWAVCT601#SABU#DABU
Intel(R) Core(TM) i7-9850H CPU @ 2.60GHz
RAM 32.00 GB (31.81 GB usable)
Win 11. It is likely that drivers have been upgraded so maybe its something in there. Any advice much appreciated. Happy to post logs as soon as I know how to do that, and will post back when I get a resolution. Hope i am following the guidelines correctly.

I tried posting a "me too" yesterday but don't think it got through as I am a noob. Anyway, after upgrading to V19.1.4 I found I couldn't get past the "loading project settings" stage either. I googled and tried e.g. vpn off, rebooting etc. then I tried started dvr as administrator and I seem to have got further to where i get a pop-up gpu configuration warning:
"DaVinci Resolve is using OpenCL for image processing because the installed NVIDIA driver does not support CUDA 12.8. Upgrade your NVIDIA driver for optimal performance. Alternatively you can manually select OpenCL processing mode to run in the current configuration."
So i opened the config and deselected "auto" and selected opencl. This has resolved the problem of loading the app, but at what cost? No idea what changed from before. I am running windows 11 on an HP zbook 15 with 32gb ram. It has a Quadro RTX 3000. The driver version was 32.0.15.6624, and I could see that there have been a few HP and Nvidia updates since i last used the app. I rolled back to a version 30 but the app still won't load unless I use openCL. But now it loads without requiring Admin rights - which is an improvement from the head-scratching of yesterday, when it just sat there.
Now, I am no power user and imagine that for my essentially home video usage, opencl might be good enough, but still mystified as to what caused the change. Is it Black Magic or a driver? What do I lose by using OpenCL? Should I install a CUDA toolkit?
Thanks for any pointers.

EDIT: I have fixed this issue for me. It was as simple as having a USB card reader plugged in that Resolve was trying to read before it loaded the program. That step wasnt alowing it to start.. I simply unplugged the card reader with the card in it and resolve imediately started....
I too am having this problem and am completely lost Im on a new custom built gaming / editing pc so hardware isnt the is issue. I have used resolve for almost 6 months on this pc and it just started doing it. Is there a fix? ive tried all of the above to no avail.
