I have the same issue sometimes, but I don't think it's because I don't have enough footage. If I close Resolve, then the video transitions continue being placed properly, in between both clips. Normally I use V to select the nearest edit point, then use ALT + T to apply the standard transition. This issue happens whenever I have to select a clip for whatever reason (e.g. I have to delete a clip, shorten a clip, etc.). When I do this, often applying the standard transition will apply to one side of the clip, and this behavior will continue for all clips thereafter. I can fix this by saving, closing Resolve, and then relaunching Resolve.
I'm not sure why this is happening, though.
Also, it's worth mentioning that I haven't figured out any way to fix the issue within Resolve, not even doing "Deselect All" works. The only thing I've found that works is closing Resolve and relaunching it.
