mmmh, I'm not very happy with the clumsy workarounds.
IMHO a 'border' should be a simple (set of) parameter(s) for many of the Transform and/or Mask tools, here's why:
As posted initially, the Colored Borders effect doesn't resize simply; it's even more complex when you deal with cropped PiP using a rectangular mask that has a different aspect ratio than the background video.
Basically, unless I've missed something, you'd have to dig into and 'reverse engineer' the Colored Border effect that would sit between the masked (cropped) Media In and the subsequent Transform (resize). Otherwise, the border does not follow the rectangular cropped input frame. Clumsy and time consuming when you have multiple masked (cropped) clips in PiP arrangement, with varying shape and size across the timeline.
As most here know, other major editing tools have a more or less comprehensive 'border' setting within their PiP/crop/resize/mask tools
