Render error when exporting 29.97 from 23.98 timeline

I have 23.98 media and timelines, and need to output a 29.97 (3:2 pulldown) for delivery. I can render 23.98 with no problem, but if I change the Deliver settings to 29.97 then the render fails:

Render Job 1 failed as the current clip could not be processed. Unknown Error.

As a workaround, I can export 23.98, then bring that file into a 29.97 timeline and export again. That works. But is there any way to make this work in one pass?

After some experimenting, I found that "Multi-Pass encode" is causing the failed render. If I use single-pass, it renders fine. Weird.

The 3:2 pulldown looks awful though, with strobing and interlace artifacts. If I export a 23.98 ProRes, put that in a 29.97 timeline and export, it looks good. Weird.
