I had the same issue on macOS, and will share the steps I took.
From the Sound Library pane in the Fairlight tab, I chose "download", which downloads a zip file containing a macOS .dmg file that contains an installation .pkg file "'/Volumes/Fairlight Sound Library/Install Fairlight Sound Library 1.0.pkg'"
Running this installer creates a folder "Fairlight Sound Library" in the default user "Movies" folder (I don't recall seeing anything that said where the sound library would be installed, and assumed is would be somewhere inside my Resolve installation - it isn't!).
I still couldn't see the sound library on the sound library pane, but there was an "add library" button in the middle of the pane, and I navigated to the "Fairlight Sound Library" folder, which I had moved to my preferred location for video sound fx (I use ~/Video/SoundLibraries).
After realizing that you can't see any sound files until you have searched for a sound effect by name or description (or use the "***" wildcard), I was able to see the sound effects. This isn't a great user experience, although it is clearly mentioned in the user manual.
I assume that the sound library is associated with my local database, but curiously I do NOT see any reference to the "Fairlight sound Library" under the "local database" selection in the sound library pane, contrary to expectations. It works though, so I'm not going to worry about it! (Maybe you have to select the database before you navigate to the sound-library folder?)
