Limit data rate every x sec on Delivery page

Do anyone know how to use Limit data rate every...? Does anyone know how this works?

Does this mean that data flows without restriction outside the specified second?
What is it good for and what is it practical to use?

The manual is silent.

What version of Resolve is that? You've got options I've never seen.
My Biases:

17.4.6 Studio for Mac.
My colleague tell me that it hasn't it on Windows. Maybe it is for Mac only.

I'm in quiz mood. My guess:

It adjusts the Mac's multitasking behaviour. When a second application is running that needs some more CPU power every few seconds while Resolve's Delivery program is occupying almost all resources, then this extra function allows the other application to do its job faster every few seconds.

Just guessing ...
