Project Setting will not save

I'm trying to make a 2160x3840 vertical video. No matter what I do, I cannot get the settings to save.
I've tried using the default "3840x2160 Ultra HD" setting and selecting the "Use vertical resolution" box. I hit "Save". I check the project settings again and it's back to the "3840x2160 Ultra HD" without the "Use vertical resolution" selected. (IMG 01)
I've tried changing the "Timeline resolution" to "Custom" and then physically putting the 2160x3840 there. I hit "Save". I reopen the setting and it's back to "3840x2160 Ultra HD". (IMG 02)
I've tried both methods with selecting the three dots and "Save Current Settings As Preset", and still, it won't save the settings.
When I create a timeline I can select "Use vertical resolution" and it shows the correct dimensions (black vertical rectangle - IMG 03).
The files I'm importing are the correct vertical dimensions (2160x3840), but when I bring that in on the timeline it imports smaller that it's supposed to be.
What in the world am I doing wrong?
