toggling from source to timeline - some shortcuts don't work

I noticed that if i use the default shortcut q to switch between source and timeline, the shortcuts swap clips and move up/down clips never work. maybe some more, not sure. only after selecting the timeline by cmd+4, or clicking in the timeline make these shortcuts active. Is this intentional or a bug?

Just the way it works. Timeline needs to be the active panel for many shortcuts to function.

That's what makes the following so frustrating:

okay, but what are the pro's of not having access to these shortcuts at that time? Is something else active that benefits from the fact that the q toggle doesn't fully activate the timeline panel? Other shortcuts do work. it seems like an inconsistency.
