XAVC-S export fails on Ventura 13.4 Apple Silicon

Starting with Ventura 13.4 and unique to Apple Silicon, timeline export will fail if it contains any Sony 100 fps and 120 fps 10-bit 4:2:2 XAVC-S material. The error is "Render job failed as the current clip could not be processed", and "The clip <clipname.mp4> could not be decoded correctly". The export halts at the first XAVC-S clip in the timeline. The material before that point is exported. Export codec type does not matter.

The XAVC-S clips show up in the Media page and timeline as red "Media Offline", but audio will play.

It is likely that any existing timeline using any combination of codecs will halt export upon the first XAVC-S 10-bit 4:2:2 100/120 fps clip if the machine is upgraded from a prior version of MacOS to Ventura 13.4.

This is on Resolve Studio 18.1.4 and Apple Silicon (not Intel). It is apparently a MacOS bug beginning with Ventura 13.4, not Resolve. FCP 10.6.5 is similarly affected, but Premiere Pro 23.4.0 is not.

All other Sony codecs seem to work, including XAVC-HS (HEVC) 10-bit 4:2:2 at 100 fps and 120 fps. I have not tested other H.264 or HEVC 10-bit 4:2:2 camera formats.

Ventura 13.4 machines tested: M1 Ultra Mac Studio, M2 Pro Mac Mini
Ventura 13.3.1(a) machines tested: M1 Max MacBook Pro 16, 2017 iMac 27
