Weird UI Bug with 18.1.4 Build 9

I'm experiencing an annoying bug that when I resume editing after being away for a bit, certain parts of the user interface just don't work properly.

A few of the problems I experience are:
1. Any number box (e.g. Zoom, Position), if I try to adjust by hovering over it then holding down left mouse button, the number will jump significantly with the tiniest nudge. For example, Zoom will leap from "1.000" to "13.8" and keep jumping in roughly units of 13.
2. Can't lock or unlock video or audio tracks
3. Can't mute or unmute audio tracks
4. Can't drag a selection around clips (although random ones will let you).
5. Moving clips, if you move one from one track into another, then you can't move that clip again. It gets stuck where it is. In some circumstances you can't even select it anymore even if other clips around it can be (and yes, it's enabled).
6. Can't resize video or audio tracks

Now this can all be fixed by restarting Resolve or dragging Resolve onto my second monitor display, then dragging it back. Pretty annoying.

I'm running Windows 11 Pro on a Core i9 13900k with 64GB Ram and RTX 4090.

I know there's a Beta 18.5 v3 but looking for stability which, ironically, I'm not getting.
System: 16 core (24 thread) Intel i9 13900K, 64GB Ram DDR5 3200, M.2 NVME System Drive, M2. NVME Project Drive, RTX 4090

Some ideas…
This may sound crazy but try unplugging all USB devices (+ mouse) except keyboard, and then try a different mouse. Many years ago we had a very similar issue with Premiere because of a weird mouse thing.

Make sure power plan is set to highest performance, and then in Device Manager, set every USB device to not be powered down at all.

Are all monitors plugged directly into the GPU (they should be)? If you have any monitors using USB-C or TB, try a different connection type or unplugging them altogether (except main monitor).

On any system used for editing, make sure to disable all Sleep, Hibernate or other low power modes. Make sure all drives, monitors and devices are set to never power down.
My Biases:

You NEED training.
You NEED a desktop.
You NEED a calibrated (non-computer) display.
