BR 19B1 18.6.6 Scopes panel keeps returning to main monitor

2 4K monitors

I have scopes panel up, 2 up layout placed on right screen, main UI on left screen.
On edit page, I put scopes _back_ to right screen, switch to Fusion panel, do some things, go back to edit page and the scopes move back to Edit page on top of TL. so I move the scopes back to right screen again and so it goes if I hop into any other page, scopes come back to main ( left screen ). for now I'm just closing the panel up because this is crazy. this needs to be fixed ASAP !

bug appeared in 18.6.6, was never a problem before.

Unfortunately, with me the scopes came back to the main monitor with its panel above the top of the screen so the scopes window was not moveable. I've had to keep it turned off. This iS a bad bug!

Bug is still alive in R19 b1
