This is more of a request than a search for an answer how to render titles on top of clips. But if somebody knows an answer, please feel free to answer!
Friend of mine was trying to render out a timeline as individual clips with titles and effects but it's not doing it. In the screenshot you'll see the render settings and the arrangement of the clips on the timeline. What I've found in the Blackmagic Forum is that it would probably help to tick 'Render timeline effects,' but it worked when he rendered each clip (render In/Out) individually from the timeline.
So that's maybe something the Blackmagic Design programmers might want to look into?

The thing is, it would be great to have the option to render out clips with titles on top of them without having to either in/out them or put each one in a single timeline or to render all of them as a single clip and then having to cut them into individual clips.

This could only work (as I see it) if you created Compound Clips so that the Background+Title was one individual clip. Render-In-Place should also work.
The "Export as Individual Clips" mode was not intended for VFX or Titles, so that's one reason it doesn't happen that way. It's intended to move the edit session back to a different platform for finishing, like Avid or Premiere.
