Separate BM Proxy Generator solution?

Hello folks,
I did a research but I'm not sure yet:
Does the Blackmagic Proxy Generator only come with the Resolve installation?
Or is there a separate download/installer? Couldn't find any.

Situation: I want to offer future clients a very simple and stress free solution to send me proxies of their material.
The Blackmagic Proxy Generator is outstanding regarding this task.
But not every client has Resolve on it's computer.

So: If the BM Proxy Generator isn't available separately would you guys mind sharing an alternative
which is (eventually free and) very easy like drag & drop without setting up codecs etc?

I work with tools like handbrake myself but they require some experience to work with well.
I'm looking for something super simplle like BM Proxy Generator.

Simplicity & easy handling have priority (just like BM Proxy Generator: no need to set up codecs etc).

If they have Premiere Pro, then the Adobe Media Encoder. It works even better than DR's.

Sure that's of course how i would do it too, but:
With tools like MediaEncoder you'd need to talk about settings and codecs and how to... etc...
Media encoder, handbrake etc are all tools that need to be set up properly.

The great thing about BM ProxyGen is how easy it is... like: "just drag and drop your folder here and you don't even need to think about settings" (apparently except the choice between the 3 given options).

I was hoping to find something that super simple - kind of a free alternative to BM ProxyGen.

My opinion on this subject is that if you want a professional solution like Resolve or Premiere Pro, it won't be easy

Media Encoder will automatically encode and link the proxies with a little configuration. Then you don't even have to push the button

AND, Media Encoder actually encodes to a proper proxy format - not H264/H265 which I'm not sure why are being used by DR standalone proxy generator.

And it even has batch processing and a watch folder option.
Set the processing once, keep it open, and move into the watch folder what you need.
