Surveillance camera input file problem

Hi, I would like to make a timelapse from a video recorded by security cameras. However, the format of these files is unusual: 2592x1944, 22fps HEVC. When I play it on the timeline, from time to time, the red Media Offline message appears for two frames, and then the video continues to play. Also the export fails with the message "The clip could not be decoded correctly. Please check if the clip is still available on the drive".
I guess it's because it's 22 frames per second instead of 24?
Is there any way I can get around this?

You could try transcoding it with Handbrake or Shutter Encoder.
